How can coupons for copays be legal?

If a physician or pharmacy is contracted with an Insurance company, that physician or pharmacy is legally responsible for collecting a copay from a patient. How can coupons be legal?How can coupons for copays be legal?
The co-pay is deducted from what the insurance will cover and pay the provider. If the provider/pharmacy does not collect the co-pay by chosing to use coupons or whatever, that provider must write-off the co-pay and cannot bill the patient for this amount. It's not necessarilly that they are legally obligated to collect the co-pay...if they don't, it's their loss.How can coupons for copays be legal?
As long as the physician or pharmacy reports that they are giving you a discount, then it is legal. It does vary by state though and different states have different rules. I work for a dentist and we are obligated to show the insurance company the discounted amount that we are giving the patient.
